Paid time off and negative balances

Our current software program, PeopleSoft, allows employees to theoretically carry negative vacation and sick leave balances. However, the Institute of Technology will not allow employees to "owe" time to the unit. No employee shall be allowed to run either the vacation or sick leave balance below zero. Any time taken beyond what the employee has earned must be treated as leave without pay.
